Any support for JP2000?

I just came across a file I want/need to edit that I can't open a JP2000

http://www.geni.org/globalenergy/library/national_energy_grid/united-sta...
They tell me to install Kakadu jpg2000 standard viewer to view it.

But I don't think I can edit it with that software

After some slight modifications, the plugin works on my PC under both Windows XP and Linux. Look at my comments and do the slight modifications I mentioned.
If you need a binary or something like a .deb, I can send it to you.

new user seeking help JPEG2000

Hi.

New user, not progrmmer and needing assistance, please use short words and speak slowly to me.

I need an image manipulation app that can save to 8 bit greyscale, resize images to 1:1 (I can fettle this using the measure tool and a bit of maths) and into JPEG2000 file format for export into another application.

Photoshop's JPEG2000 plug in is incompatable, giving an unusable image. and other apps dont have Gimp's measure tool.

Is there a JPEG2000 plug in that a numpty can upload and easily work into the basic Gimp app?
