Can you install Plug-Ins offline?

Can you download Plug-Ins in an internet shop, save to disk, then install them on a home pc that is not on the internet?

Should be no problem

I've dropped a few of them onto a flash drive and run them into the next room when my desktop (my primary machine for photo editing) wasn't the computer online.
