GIMP Plugin Registry

I am new to all of this, so I hope not to waste too much of your time. A book I am using (Apress - Beginning Joomla From Novice to Professional) suggests I need GTK+ to suse Gimp as described. It also says it has to be installed(?) in GImp by some legerdemain that I am not aware of. Anybody know something about this?
