GIMP Plugin Registry

This is the empty plug-in. It gets its name from the fact that it does not contain any source files. It is of limited usefulness, except maybe for those who want to test this new registry.

(I am not sure that it is wise to allow submissions without any attachments, but this can probably be fixed later.)
