GIMP Plugin Registry

Hi

The link http://www.pbase.com/lasm/edge_detect_in_gimp lists 'Moment 2' as one of the filters available in gimp. I.am using Gimp 2.4.5, but cannot find the filter (in fact there is no 'Misc' under 'Filters'). Could some one pl. point me to this filter ?
