noob - missing filter - Decor > Round Corners

I found the howto to make round corners but when I choose Filter > Decor > Round Corners it is greyed out.

Is it missing? How can I install it?
Or how do I get it to be active so I can select it?

For sure image mode should be in rgb mode.
Then maybe the layer need a alpha channel (that for transparence)
