Download Problem

I have had GIMP installed on my PC for the past several years, and find that it is a great program. I recently upgraded to GIMP version 2.8.6 a few days ago, and the program worked fine. However, I had to do a system restore to an earlier point. When I try to reinstalled GIMP, it downloaded the program onto my PC (my Control Panel function shows it in the list of software). However, when I try to open the program, I get the following prompt:

“ There was an error parsing the menu definition from image-menu.xml: Failed to open file 'C:\Program Files (x86)\Gimp-2.0\share\gimp\2.0\menus\image-menu.xml': No such file or directory.”

As a result, there is no toolbar/taskbar at the top of the frame allowing me to open an image, export it, etc. I am running Windows 7 64-bit on a Dell XPS. Can anyone assist? Thanks,
