Where are plugins? Need to save as GIF in Gimp 2.8.2 for Windows XP

I'm sorry to be so ignorant, but I didn't grow up with computers. I couldn't possible create a plugin, ever. I can't even find them. I'm poor, so that means I've had to make do with a series of used PCs. I've used Gimp before, and been able to convert image files from tiff to gif. This latest version of Gimp, 2.8.2, doesn't include that ability.

I've found Gimp Downloads, and the plugin registry, but it goes forever, and so far, "Save As GIF" isn't under 'G' or 'S'.

I'm probably old enough to be your dad, and after decades of clinical depression, I have to be very careful to avoid more depression (I stop being productive at all.). So I can't just keep digging. Please help.

Attached is an example of what I'm trying to do. I can't send the 300 DPI tiff version of this file to a friend because it's too large. I'm just hoping a GIF version is small enough.

Use File->Export.
