Gimp 2.6.12 not Gimp 2

I will correct myself. It is Gimp 2.6.12 that I have. Gimp 2.8.2 requires XP SP3 version, which I do not have.

I believe Gimp 2..6.12 will also enable me to get webP. Please tell me how.
