Is it possible for GIMP to use VSFilter.dll as a plugin?

As it has many steps to add borders to text, and I'm familiar with VSFilter.dll, the subtitle plugin for VirtualDub, I wish if GIMP could also support VSFilter. If so, adding borders to text will become much easier than ever.

I know nothing about programming or api or something, it's just my humble suggestion, thanks.
