Before that you would need Gimp forIOS

As the "plug-in" name implies, these are extensions to Gimp, not stand-alone apps so to run them you would need Gimp for IOS.

And, (un)fortunately, the AppStore policy is incompatible with software distributed under the GPL such as Gimp.
