Resynthesizer

Last week I installed Resynthesizer, played with it and now I can't find it in the menus, where does it "live"?
I tried to do a new install after installing 2.8.2 but I get a dll not found error libgimp-2.0-0.dll was not found
If I try the gui exe I get libgdk-win32-2.0-0 was not found.
Doesn't Resynthesizer work in 2.8.2?
