plugin or script to change layer opactiy

theres two things i like to do to my photos which is color correction and contrast masks however due to time constraints i use bimp to automate the process, with contrast mask though, it will do it but leaves layer opacity at 100 and i was wondering if theres some plugin or script that i can use to change the layer opacity to 70
