Glow Effect

Hey guys, so um, i'll get right to the point. On Paint.net I'm able to add a glowing outline like seen in the attachment.
On Paint.net all I have to do is Effects>Object>Outline Object but I want to know how to do it on GIMP. So if anyone can show me how to get this identical effect, I would be very greatful.
