Is there any thing similar to the (iPhone) Instagram effects for GIMP? Are there any plug-ins who can (re)create this effect?

Most effects I already saw, which were done with Instagram had hardly anything new.
You should have a look at Elsamuko's page, which provides lots of scripts and several plug-ins which are much alike some Instagram effects:

Another track is the G'mic plug-in, which brings hundreds of effects that obviously outclass Instagram.
