gimp comes with default filters doesn't it?

gimp was screwy so i uninstalled it. when i reinstalled it i had no filters. i don't remember downloading filters so i must assume that there are some default filters. yet like i said, when i reinstalled it there were no filters. none. i downloaded from http://downloads.sourceforge.net/gimp-win/gimp-2.6.10-i686-setup-1.exe

Yes; GIMP comes with several plugins. I would check and see if your preference settings for you plugins point to where your plugins should be. Below's how my Win7 is set up. :)
