Refocus Plugin Installation

I would really appreciate if somebody could give me step by step procedure to install REFOCUS Plugin. I have never installed any plugin before so I have no idea about it..I tried searching it on net but I couldn’t see any post on how to install it.. I downloaded file refocus-0.9.0-gimp-2.2.tar and extracted it in Plugin folder..I could see many files but I didnt see any .exe file..

You may not install that in windows But do not worry there is a windows version available seems working well on gimp 2.4 No idea why is not listed here but you may found it here http://photocomix-resources.deviantart.com/art/Refocus-plugin-windows-OS...
