is there a way to get a bigger paintbrush than is originally included with GIMP (i.e. a plugin for this?)
It only goes up to 10.00 then that's as big as you can go. will this always be the case?

You can go to Windows > Dockable Dialogs > Brushes to open the brushes panel. From there you can create a brush up to 1000.0. Using the scale in the tool options you can further increase the brush size up to 10000.00.
