This is standard in the 2.6 series and I believe it was in 2.4, too.
Use any of the selection tools to limit the area filtered. I've had the best luck using the ellipse selection tool; others like the magic wand, but I could never get it to pick just the right area.
After you've select the eye or face, right click in the selection and choose Filters -> Enhance -> Red Eye Removal. Play around with the threshold. Unfortunately I could not see a way to make the preview zoom out to get a better view before clicking Okay. But thus Undo.
I'm running 2.6.11 and the Red Eye Removal plugin is MISSING! I remember using it in the earlier versions. I remember that it was easy to use and worked very well. Did they take that plugin out of version 2.6.11? How can I manually download and install just that plugin? I've searched the plugins part of the site and can't find it. Is it possible that it is disabled on my system?
Not sure which OS you are using, but you need to check the Program Files (if on Windows) GIMP library - plug-ins folder for red-eye-removal. If on Linux, check the usr - lib - GIMP - 2.0 - plug-ins.
