can't open GAP bz2 file

I'VE been learning to do some basics in GIMP...i saw the plug-in GAP and want to try it. but i can't get windows to open it (maybe a sign)... could someone please give some directions on how to open the bz2 file

All you need is winrar

Get winrar or 7zip to decompress the bz2
