Make a blurry border around the selection and make everything else transparent. Designed for "highlighting" part of a screenshot or other large image.

Yes you can Go here: http://www.gimp.org/ Scroll down to the section marked GIMP 2.6.3 Released2008-11-22 you will see the last sentence says to keep checking the downloads section. Click the word download (highlighted in orange-gold) and it should take you to the link to download for windows 2000 and up. Download to your pc and then once saved you just double click and install as you would your other exe install apps.
