GIMP Plugin Registry

Does anyone know of a script or plugin or know of anyway that I can place a white or black border around an image that is set as a layer? I need the border inset to the image and not on the edge itself, so you have about 1/8" of the image on the edge then a white line/box and then the rest of the image.
