First clue
The first clue is that you say it prompts:
Opening 'C:\DOCUME~1\MIAC00~1\LOCALS~1\Temp\Rar$DI54.203\Baroque_4_by_Peter_Plastic.pat
This is a temp folder. Do you have the temp folder listed as a writable folder in your Edit - Preferences Patterns folder? If so, remove it. What other folders are writable in the Patterns folder preferences?

C:\Documents and Settings\MiAC00KiA\.gimp-2.6\patterns.. that one im using.

I have no idea why the pattern loader binary isn't working for you. One can only assume that you are using it correctly.
What OS are you using? What GIMP version are you using? What steps are you taking to open the patterns?
You mention that it worked once then quit and then make this comment: "but what do you suggest if it has more than one sealed on it? " What do you mean by this?
When the pattern loader is loaded in the plug-ins folder and working correctly, all one has to do is right click a pattern in the GIMP pattern dialog and select "Open pattern as an image".

Hi, I just downloaded Gimp 2.6.7 and I copied this plugin to the plugins folder, but when I try to open a pattern file, I get an error message that it can't be opened.
"GIMP pattern plug-in could not open image"

Yes, I only tried it with one file - when that one didn't work, I figured they would act the same way for others.
I looked and looked online, but couldn't find any solution - does the plugin only work with older versions of .pat PSP files? And does it only work with older versions of Gimp?

I just tried using the Pattern Loader on all my Windows machines, and it works just fine.
Can I ask what process you are using to open .pat files? Can you explain that for us?

When you download the zip, you extract the .exe file into your .gimp-2.6/plug-ins folder. Restart GIMP. Refresh your Patterns dialog.

I just understood why it wouldn't work for someones !
It doesn't allow us to put the .pat in the pattern folder and then "open" it by the pattern menu.
But it allows us to open the .pat as an image ( file > open > blah.pat ), and then save each layer as an individual image readable by gimp as a pattern. Only after, we can put this or these new image(s) in our pattern folder.

Je viens de comprendre pourquoi cela ne marchait pas pour certains !
Ce plugin ne nous permet pas de mettre le .pat dans le dossier des textures, puis de l' "ouvrir" en passant par le menu des textures.
Mais il nous permet d'ouvrir le .pat comme une image ( fichier > ouvrir > blah.pat ), puis de sauver l'image ou chaque calque comme une image que gimp saura reconnaître comme texture. Ce n'est qu'après que ces nouvelles images sont utilisables via le dossier des textures.
