Installing Plugin refocus-it.exe

I've downloaded the refocus-it.exe file.
I've placed it here:
C:\Program Files\GIMP-2.0\lib\gimp\2.0\plug-ins

When I open GIMP, I get the following error message:
This application has failed to start because libgimp-1-2-0.dll was not found. Re-Installing the application may fix this problem.

A search through the GIMP files shows that the this *.dll file is not there.

What I do have is libgimp-2.0-0.dll

I've tried downloading other refocus plug-ins, but have had issues with them as well.
Refocus_plugin.exe = Placed it in the same plug-ins directory but I can't find it when I open GIMP
refocus-0.9.tar.gz = This zip file won't open in Windows Vista. Besides, I am unsure if it is meant for linux or if it is usable in Windows as well.

I am scanning a lot of old photos from the 40s & 50s that I'd like to try to refocus a bit.

I suppose that the "refocus-it.exe" file refers to older versions of GIMP, for only which the "libgimp-1-2-0.dll" library was probably available. This library seems moreover difficult to be found on the web, as you might also have noticed.
With regard instead to the file named "Refocus_plugin.exe", after placing it inside the right directory you indicated, for my Windows version of GIMP (2.6.8) this plugin can be normally loaded by selecting, from the image menubar, the item
' Filters -> Enhance -> Refocus ... '
Lastly, the file called "refocus-0.9.tar.gz" should be a tarball archive containing the source code of the plugin, which is basically dedicated to be installed on Linux, even if it could be compiled in order to work on Windows as well.

I'm using this, and its working for me, in Win 7 and Vista.
