I think I installed some things wrong

I'm new here, but I've been a Gimp user for almost 3 years. Love the program. Just recently figured out all I can do with it via plug-ins. My issue is I don't think my plug-ins are going into the right folder. When I open Gimp the plug-ins I just installed don't appear. Even after I restart my laptop.

Can anyone tell me what I'm doing wrong?

Where are you putting the plug-ins? And what kind are they? .scm or .py?
