Can't get the LABSharpen.scm file to work--Please Help

So I was able to save the LABSharpen.scm file to the plug-ins folder using Windows XP, but I still can get the plug-in to work. When I go to the plug-in folder, I can see the LABSharpen.scm file there, but I can highlight or click on it. It's in grey. Anyone know what I need to do next to get this to work. Any suggestions would be greatly appreciated! Thanks everyone.

Script folder not plugin folder

stated place the SCM files in your script folder and all Python (py), and executes in your plugins folder.
Then the script will run and you should see a new menu item for it somewhere.
