Dynamic text plugin

hi, i'm looking for the dynamic text plugin for gimp on ubuntu, i've been through the registry and i can't find it, i've already downloaded one from another site but i haven't been able to install it. is it in this registry?

I also need instructions on how to install gimp plug ins, is there an easy way so i don't have to keep typing in codes all the time?
