Easiest way I know how to do this is to use David's batch processor PLUGIN http://members.ozemail.com.au/~hodsond/dbp.html . You install this to your PLUGIN folder. As far as I know default PLUGINS are installed here C:\Program Files\GIMP-2.0\lib\gimp\2.0\plug-ins. You can check where your Gimp looks for its' PLUGINS by opening your Gimp and clicking on EDIT/Preferences/Folders/Plugins. This Batch processor can do a LOT more than just batch resizing.
You will find this PLUGIN located in FILTERS/ Batch Process...
